Refuse Disposal Facilities
Programs that operate facilities which process solid waste including sludge, food scraps and other organic waste and/or yard waste by composting, a process which involves the controlled biological decomposition of organic material under aerobic or anaerobic conditions to produce a stable, humus-like material. Many facilities accept green waste that is brought in by residents. Centrally composted materials may be used in community beautification projects or sold to local landscapers or residents.
Programs that are licensed to operate sites that dispose of residential, commercial and/or industrial waste materials by spreading the debris in layers and covering it with ashes, dirt and other filler to a level sufficient to control rodents, insects, odors or other health hazards. Sanitary landfills are licensed according to class: class three landfills are licensed for the disposal of inert solid materials only; class two landfills are licensed for the disposal of nonhazardous organic and liquid and solid waste products; class one landfills are licensed for the disposal of all waste products except for those that are radioactive.
